Business Plans for the 8 hospitals in the Region of Central Greece
The Customer

The Peripheral Health System of Sterea Ellas has under its supervision eight (8) hospitals:

The Needs

Law 2889/2001 put into action the reform for the improvement and development of the National Health System and led to the creation of Peripheral Health Systems, as well as, the reorganization of management in public hospitals.  This action was aimed at decentralizing the National Health System and developing structured management at hospital units and in the wider management system and organization of health services.

Within this framework, the management of Peripheral Health Systems and hospitals is obligated to create Strategic Business Plans.  This constitutes a significant breakthrough in the area of health services in our country, because through the development of Strategic Business Plans, understanding and development of rational contemporary methods of management and organization are introduced within the healthcare system.

Based on the above, the Peripheral Health Systems of Sterea Hellas announced an open public competition for the development of business plans for the 8 hospitals it supervises and for itself.

It was deemed that the undertaker of the project would be the association of companies Bee Group and Advanced Services EPE (ASG).

 
The Solution

For the complete development of the Strategic Business Plan, a model of analysis and synthesis was followed as described in the Manual for Training and Monitoring of Business Plans for Hospitals of the National Healthcare System of the Ministry of Health and Welfare.  This model provides for specific work stages as defined in the Strategic Business Plan which form the basis for the corresponding work packages.  At the same time, specially customized forms were used for the documentation and evaluation of the current operations of each unit within the hospitals (clinics, departments, labs, etc.).

The execution of the business plan followed two basic axes. The first was the achievement of the desired result in accordance with the general strategy and politics of the health industry and the second was to shape a realistic plan based on the current situation so that the specified stages could be accessible and effective.

 
The Benefits

The execution of the project through the application of scientific research methods and tools, had as a result the completion of the Business plan within the specified time frame, the complete documentation of the current situation and the execution of realistic action plans which contributed significantly to the improvement of operations both for the hospitals and the Peripheral Health System.
